Robert W. Page Jr.

Robert W. Page Jr. co-founded DPK Consulting, which was acquired by Tetra Tech in 2008. We are now a proud part of Tetra Tech’s International Development Services Group. Mr. Page is a public administrator and senior development expert with more than 30 years of practical experience leading justice sector institutions in the United States and managing rule of law, access to justice, and anti-corruption programs around the world. His expertise includes developing countries and countries in transition such as Bulgaria, Guatemala, Haiti, Jordan and South Africa as well as post-conflict environments including Afghanistan, the Democratic Republic of the Congo, and Iraq.

Mr. Page is an expert in the planning and design of justice sector systems and reforms, with experience developing standards and procedures as well as designing and rebuilding justice sector institutions. Mr. Page has managed projects for USAID, the World Bank and the Inter-American Development Bank. He is familiar with the contracting requirements of each organization and has built a reputation for ensuring that our projects achieve sustainable, cost-effective and locally-driven results.

A thought leader in the development of rule of law and government accountability and transparency, Mr. Page has an MPA from the Kennedy School of Government at Harvard University, an MA in regional planning from the University of North Carolina, and a BA from Dartmouth College in architecture and urban planning.



jason schwarzJason Schwarz

Senior Director of Research and Program Development

Jason Schwarz is a justice sector and governance expert with over 17 years of professional experience including 12 years with Tetra Tech as Director of Business Development and Project Officer. He recently served as Deputy Chief of Party of the Myanmar Promoting the Rule of Law Project where he oversaw technical activities with the justice sector and civil society. In West Bank, he was acting Chief of Team on a project that strengthened public prosecution offices and civilian police departments. In Georgia, he was acting Chief of Party of a USAID judicial reform project and was the enforcement advisor for a USAID/Serbia economic growth project. In Bulgaria, he was advisor on an Open Government Initiative that strengthened audit, public procurement, whistleblower protections, e-government, and civil society oversight and advocacy and was legal advisor on USAID local governance, commercial law, and judicial reform programs. He HAS a JD from UC Hastings College of the Law, an MA in Justice Management from the University of Nevada, Reno, and a BA from UC Berkeley. He has a background in monitoring and evaluation and in Human and Institutional Capacity Development (HICD) techniques. He is a Certified Performance Technologist (CPT) by the International Society for Performance Improvement.


Robert Underwood

Senior Director of Strategy and Governmental Relations /Regional Technical Director

Robert Underwood is an attorney and rule of law specialist and serves as our primary liaison to clients and donors in Washington, DC, including USAID, INL, and the international development banks. Mr. Underwood manages the firm’s Asia and Caribbean regional portfolio of projects as well as its Rule of Law Indefinite Quantity Contract with USAID. His technical focus is on justice sector reform, institutional and policy development, and market and commercial law reform in transitional economies. Mr. Underwood specializes in providing technical support to rule of law programs in post-conflict environments. Prior to joining Tetra Tech in October 2010, he served as Chief of Party on a series of USAID projects, including a legal infrastructure project in Tajikistan, a justice system reform project in Montenegro, and a contract enforcement project in Kosovo. Mr. Underwood has worked throughout Central Asia and the Balkans and speaks both Russian and Italian. He obtained his BA from the University of Florida and his JD from Washington University School of Law. Robert is located in our Washington, DC office.



 Chris Boeder

 Business Development Director/ Regional Technical Director/Communications Director

Chris Boeder has over 17 years of experience as an international rule of law development professional, project manager, and practicing legal aid attorney. He is a seasoned technical proposal writer and has provided lead project management to donor-funded rule of law projects throughout the world. Prior to joining Tetra Tech he worked as a long-term Senior Legal Advisor in Afghanistan and as an Assistant Attorney General for the Republic of Palau. Earlier in his career, Mr. Boeder worked as a Capital Litigation Attorney representing Illinois death row inmates and serving as a public defender in hundreds of criminal cases. Chris is a member of the Illinois Bar and holds a JD from DePaul University College of Law. Chris is located in our Washington, DC office.

bob_deanBob Dean

Regional Technical Director

Bob Dean is a seasoned prosecutor with over 30 years of experience prosecuting high-profile crimes and directing prosecutor offices both domestically and internationally. Mr. Dean has been with Tetra Tech since August 2010 where he relocated to the West Bank serving as the Chief of Team for the Justice Sector Assistance Project; he then transitioned to Chief of Party for the USAID-funded Jordan Rule of Law Project. He now manages our West Bank and Jordan projects. Prior to joining Tetra Tech, Mr. Dean prosecuted war crimes cases with the UN and EU as an International Prosecutor and directed the work of the War Crimes Section for the European Union Rule of Law Mission in Kosovo. From 1977 to 2005, he served as a prosecutor in Maryland, where he managed two large prosecutor offices in Montgomery and Prince George’s Counties while maintaining his own caseload of homicide cases. Bob is a member of the Maryland Bar currently in good standing, holds a JD from Villanova University Law School, and a BA in History from Amherst College. Bob is located in our Washington, DC office.

Finance and Administration Director

As Director of Finance and Administration, Tammy Lovlie brings more than 20 years of financial management experience and expertise to Tetra Tech. In this role, she directs all financial and administrative aspects of our rule of law operations including accounting practices, budgeting, financial and administrative planning, financial analysis, and monitoring of financial performance. Prior to joining Tetra Tech in 2006, Ms. Lovlie held various controller and budgetary oversight positions with US and international firms and enterprises. She holds an MBA in International Business Studies from the Darla Moore School of Business at the University of South Carolina and a BS in Finance from the Kelley School of Business at Indiana University.


Nidia Trujillo

Contracts Management/Regional Technical Director

Nidia Trujillo brings more than 16 years of experience in the private and non-profit sectors, including 12 years with USAID implementing partners in project management, organizational development, and business operations (human resources, compliance, and finance). Nidia joined Tetra Tech in 2013, serving as an advisor to project implementation teams in contract and grant compliance, business operations, financial management, and client relations. Before Tetra Tech, Nidia worked with Chemonics International for 8 years. Most recently, she was Operations Director for their South America Region, supporting 10 projects in 4 countries. She also served in several other positions at Chemonics including Employee Relations Director in Washington, DC, and Operations Director on a USAID-funded economic growth project in Lima, Peru. Nidia has an MA in Public Administration in International Management from the Monterey Institute of International Studies and a BA in French from the University of California, Berkeley. She has native fluency in Spanish and is also fluent in French.
