For the Asian Development Bank, Tetra Tech conducted an analysis that identified aspects of the Pakistan judicial system that needed modernization. The team drafted an assessment of the current situation and developed a series of recommendations for the Government of Pakistan. These served as the basis for the subsequent justice sector institutional strengthening project.

Tetra Tech served as the principal subcontractor to The Asia Foundation in developing a needs assessment of the Pakistani judicial system, which underpinned the formulation of the Judicial and Legal Reform Project. In that project, Tetra Tech provided assistance in court administration, case flow management and delay reduction, alternative dispute resolution, and financial management of the courts.

The project helped design modern systems for the collection of judicial statistics, preparation of annual reports, and development of financial governance criteria for judicial administration. The team also improved access to justice by identifying gender issues in the courts, translating laws into local languages, instituting a system for administrative grievances, and developing new freedom of information policies and laws. The project also instituted judicial training and an automated case processing system.

Tetra Tech, as a principal subcontractor to Sustainable Development Consultants, provided judicial training consulting services under the Asian Development Bank-funded Access to Justice Program in Pakistan. Training covered standardized procedures for court practice, budget and expenditure management, and revenue management.
