Dominican Republic

The primary focus of the project was to assist in the institutional strengthening of the Attorney General's Department of Prevention and Corruption. Tetra Tech assisted the executive branch to develop the first anticorruption plan for the country, ahd helped develop specific anticorruption plans for the Foreign Ministry, Education Office, Social Security Office, and the General Prosecutor’s Office.

The project team worked closely with Dominican Republic counterparts to foster transparent procurement processes. The Tetra Tech team also developed training courses on anti-corruption practices in public procurement, helped draft national legislation on procurement, trained the members of the Public Ethics Commissions, and conducted comprehensive surveys regarding corruption in the public sector.

El Salvador

Tetra Tech provided training and technical assistance to prosecutors to assist them in assuming their new roles under the new criminal procedures code. Tetra Tech trained prosecutors at pilot training sites so that they gained an understanding of and were able to apply basic trial advocacy and litigation skills.

Tetra Tech worked in El Salvador to institutionalize improvements made in managing crime scenes and conducting criminal investigations, including the appropriate use of forensic evidence.

Dominican Republic

Tetra Tech’s transparency-focused project combined two activity areas: rule of law and anticorruption. The rule of law component focused on assisting the justice system to earn the confidence of citizens by delivering independent, effective, and ethical justice, administered by impartial, highly qualified justice professionals. The anticorruption component served to strengthen those public sector institutions that can help discover, investigate, and prosecute corruption cases.

Both components were designed to strengthen civil society organizations and the media to increase public awareness and demand for justice reform and accountability. The program served to strengthen civil advocacy reform and promote coalitions for justice reform and anticorruption activities.

El Salvador

Tetra Tech worked with the Public Ministry, the judicial branch, selected law schools, non-profit organizations, and the media to provide training and technical assistance to enhance the understanding and implementation of the new criminal procedures code in El Salvador.

Guatemala

Tetra Tech supported the reform of the Guatemalan criminal justice system by providing assistance to the Guatemalan judicial branch, law faculty of San Carlos University, and the Public Ministry. Project activities focused on the implementation of the new criminal procedure code and on training and technical assistance to support its implementation. The project introduced new procedures and systems in several pilot courts.

Honduras

Over the course of three contracts and five years, Tetra Tech provided technical assistance to the Honduran justice system to prepare for and to implement the new Criminal Procedure Code and to develop a more independent and effective judiciary. Tetra Tech was both a prime contractor to USAID/Honduras and the principal subcontractor to the National Center for State Courts, implementing a variety of activities to transform the justice system.

Tetra Tech provided technical assistance to the judicial branch in Costa Rica, including by helping develop delay reduction programs for the Supreme Court; introduce decentralized administration; improve administrative systems; and encourage community-based alternative dispute resolution. Tetra Tech also helped design facilities that accommodated modern automated case tracking systems.

El Salvador

Tetra Tech implemented the USAID Mediation Project to support El Salvador's efforts to strengthen the rule of law. The project worked to strengthen the existing network of mediation centers as a means of increasing access to justice and decreasing social and youth violence in targeted geographic areas.

Honduras

Tetra Tech served the Millennium Challenge Account-Honduras by providing fiscal oversight services in the execution of Millennium Challenge Corporation Compact funds. The objective was to reduce poverty through economic growth by targeting rural agricultural development and the transportation infrastructure. Tetra Tech oversaw the disbursement and management of funds, reviewed financial management controls and compliance with international accounting standards, and recommended needed changes to maintain compliance.
