Jamaica 2013- 2018

The USAID-funded Community Empowerment and Transformation Project – Phase II (COMET II) is strengthening community and civil society organizations. The overall goals are to increase citizen participation, cooperation, and accountability. As Jamaican communities and civil society organizations become more engaged and more equipped to better manage their environments, COMET II is improving community policing programs and implementing activities with vulnerable populations and at-risk youth to generate economic opportunity, decrease crime and violence, and introduce disaster risk reduction techniques.

This 5-year, $12.7 million project is working in Kingston and throughout the country with four primary objectives:

• Promote community-driven activities to contribute to improved crime prevention, intervention and enforcement;

• Develop long-term champions supportive of the rule of law and through them promote public engagement strategies to foster a culture of lawfulness;

• Encourage alternative sentencing and other programs for at-risk youth; and,

• Provide support for the Jamaican Constabulary Forces community-based policing program.
