Tetra Tech conducted an evaluation of Colombian justice reform to assess priority needs, analyze lessons learned to date in donor activities and approaches, and identify opportunities for the international community to foster improved justice administration and expanded access to justice for Colombians. The assessment examined the status of key reforms, their prospects for implementation, and how they might draw lessons from similar justice modernization efforts in other Latin American countries. The methodology consisted of document reviews plus personal interviews to produce a series of concrete, actionable recommendations for the Government of Colombia and the international community to implement the country’s justice reform agenda. Among the recommendations were the need to develop a National Justice Plan.

Tetra Tech organized a visit for representatives of the Colombian Judicial Council and the Supreme Court to Arizona and California. The main objective of the visit was to study delay reduction in the courts, and it resulted in a high-level conference in Colombia where the Judicial Council adopted delay reduction strategies.

Tetra Tech assisted Colombian judicial-sector institutions in the implementation of the new criminal procedures code that came into force in July 2004. Assistance was specifically targeted to improve court management and case management systems and improve coordination of scheduling and operational tasks arising in public, oral procedures. Tetra Tech focused on improving systems for the assignment of hearing rooms; the transportation of the accused and physical evidence; and the presence of witnesses, legal representatives, and court staff. Tetra Tech worked with counterparts to identify and set court administration priorities to successfully implement the new accusatorial criminal justice system.
