Tetra Tech and its local partner assisted the Government of the Philippines in the implementation of its 6-year Action Plan for Judicial Reform to improve the administration of justice and strengthening judicial autonomy, accountability, and efficiency. The Tetra Tech team developed the framework for the National Justice Information System and related information and communication technology support structures; established new administrative and fiscal structures within the judiciary, including a new pilot judicial integrity unit; and developed consensus and a uniform approach to continuing justice sector reform among government and development counterparts.

Tetra Tech assisted in development of a performance monitoring system to track and monitor progress on the country’s justice reform initiatives, and proposed institutional methodologies to track the impact of justice reform on those living in poverty, including their level of access to the justice system. The Tetra Tech team provided expertise to the Supreme Court and judicial leadership in the development and roll-out of case-flow management software and provided relevant training support. Tetra Tech also analyzed alternative dispute resolution mechanisms to reduce case backlogs in the areas of small claims and misdemeanors. The team also worked with the judiciary and the national prosecution service to improve access to web-based legal information.


Philippines 2013 - 2017

As part of USAID’s Philippines Integrity for Investments Initiative (i3), Tetra Tech is working to address the constraints to economic growth and development in the Philippines. Tetra Tech is serving as a subcontractor to Deloitte Consulting on i3, focusing on increasing the ability of the Government’s Office of the Ombudsman and Commission on Audit to effectively enforce anticorruption laws. I3 aims to help these institutions to improve their management of anticorruption investigations and prosecutions. I3 also intends to reduce opportunities for public sector corruption through compliance monitoring and corruption prevention programs as well as to improve corporate governance in private business and government corporations by assisting anticorruption agencies to better monitor the private sector and public corporations.
