Tetra Tech provided technical assistance in the modernization of the judicial branch of Ecuador. Tetra Tech helped devise new organizational structures for the trial courts, introduce automated case tracking programs, increase public access to case information, reduce case delays, and improve case processing. Tetra Tech worked with pilot courts to implement the recommended organizational and procedural changes. Working committees helped define the technical approaches and ensure that the solutions developed were appropriate for the local environment. The percentage of dispositions per judge in Guayaquil in the first nine months increased by 127 percent in criminal cases and 91 percent in civil cases.

The objective of the project was to help the Anticorruption Commission present proposed code modifications to the Ecuadorian Congress with the objectives of limiting discretionary authority and making governmental practices more transparent. One of the project recommendations was to establish a publicly accessible database and bulletin board of information regarding government contracting to ensure transparency and participation in government contracting processes. Tetra Tech analyzed more than 1,200 codes to eliminate discretionary language that leads to increased corruption. The Tetra Tech team also conducted a detailed analysis of key legislation and prepared draft amendments to reduce opportunities for corruption.

Tetra Tech worked with the Anticorruption Commission to recommend amendments to anti-money-laundering and illicit enrichment legislation and provided advice and training to strengthen investigation skills to combat corruption. Project activities included improving cooperation among law enforcement authorities and reporting institutions; providing training in investigating money laundering offences; and developing and implementing software applications to track information on the assets of civil servants. A major goal of the project was to integrate the computer systems of government ministries to improve the capacity of the government to carry out illicit enrichment investigations. The project developed performance standards for investigators in illicit enrichment and money laundering, a manual for illicit enrichment investigation, and software applications to control movement of cases under investigation. Tetra Tech also provided extensive training in investigation techniques to government officials, prosecutors, and the police. Using local leadership, Tetra Tech assisted in the development of a comprehensive National Action Plan Against Corruption with specific milestones, an operating budget, and an implementation plan.

Tetra Tech provided assistance to streamline the business registration process in Ecuador. This included an analysis of the legal frameworks governing small business registration in municipalities which led to proposed changes to streamline the processes and eliminate discretionary decision-making. The project recommended use of technology to speed the registration process, including digital signatures. Tetra Tech conducted workshops and seminars for federal and municipal actors to facilitate coordination of reform efforts. The new one-stop business registration service provides faster, more affordable registration and will eventually be rolled out throughout the country.
