The Martissant rule of law initiative was implemented with a grant from the International Organization for Migration and the Haiti Stabilization Initiative. Tetra Tech established a Kay Jistis ("House of Justice") in the poor area of Martissant. Kay Jistis Martissant provides free legal assistance to indigent persons, support to victims of crime, and mediation training; implements civic legal education activities; and works to improve public confidence in the justice sector.
Tetra Tech supported the Haitian government in activities to strengthen and improve the operation of the justice system. Specifically, Tetra Tech educated citizens about their legal rights; promoted citizen security by assisting the justice sector to more effectively identify, apprehend, and prosecute those involved in crimes; reduced pretrial detention; improved the overall monitoring and oversight of justice sector actors including police, prosecutors, judiciary, and prisons; and increased access to justice through informal dispute resolution mechanisms and free legal assistance.
