Candidates shall have the following minimum qualifications:

  • 10 years of demonstrated experience in the successful implementation of international development activities, with preference given to judicial reform and transparency activities, five years of which shall have been in senior program management;
  • Prior experience in working in the Asia region;
  • A degree in law;
  • A demonstrated track record of progressively responsible managerial experience managing a complex portfolio that includes judicial reform activities;
  • A demonstrated track record of building and effectively managing a strong team; and
  • Demonstrated ability to establish strong working relationships with officials’ at all relevant levels of host country governments as well as other donors.
  • Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals preferred;

The ME&L Director must provide performance monitoring and evaluation of the program, to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans. The ME&L Director must also provide technical assistance and training to program staff and liaise with USAID/Serbia in ME&L design, modification and reporting.Applicants should be Serbian nationals or other nationals with experience in Serbia.
