Tetra Tech seeks Chief of Team candidates to be considered for the anticipated INL funded 3-year Justice Sector Support Program (JSSP II) in Afghanistan..

This program is expected to utilize international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice organizations through four main components: organizational capacity building, legislative reform, case management system, and gender mainstreaming and protection of vulnerable groups.

JSSP shall be headed by the Chief of Team (COT). The Chief of Team (COT) shall be an international Rule of Law Subject Matter Expert. The COT shall be the lead on all in-country matters on this Task Order, including programmatic initiatives, JSSP II financial information, and personnel, and shall be the primary point of contact for the USG. The COT shall be an international rule of law subject matter expert, with experience working with the Afghan justice sector and in managing large donor-funded projects. The Chief of Team shall have access to all financial and planning information, and be prepared at all times to report to INL/K, INL/AP, and the Project Implementer (PI).

Nationality: American National (AN) or Third Country National (TCN)

Base of Operations: Kabul, Afghanistan

Requirements:

  • A minimum of 8 years of experience in senior management roles that included strategic planning, program management, resource management and budgeting.
  • A minimum of seven years of experience in rule of law development.
  • A minimum of four years of experience in personnel management.
  • A minimum of two years of experience in managing complex, international programs of comparable scope to JSSP II.
  • The candidate should demonstrate a comprehensive understanding of the formal Afghan Justice system, with a particular emphasis on the coordination and interaction of the Afghan justice ministries.
  • A juris doctor or master’s degree from an accredited institution. Juris doctor degree is preferred.
  • Willingness to endure austere living conditions and the inherent danger of living and working in Afghanistan, including possibly living in tents, double bunks, dry hooches, etc.
  • The ability to work effectively in a fast-paced, stressful environment. In addition, he or she must be flexible, willing to perform other duties and work irregular hours.
  • The COT must be able to cite past professional or personal experience that demonstrates an ability to work creatively and effectively in stressful situations while maintaining a positive attitude.
  • The COT must have experience developing positive, professional relationships with clients, colleagues, or business partners. Interpersonal and leadership skills are tremendously important as they ensure that the COT can work as an effective leader of the team , forge successful partnerships with Afghan government officials, and set a positive, motivating and constructive tone for JSSP staff. Superior interpersonal skills shall be understood to include the ability to interact and lead in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others. The Contractor shall request information from references regarding the prospective applicant’s interpersonal and leadership skills in the course of his/her previous jobs and shall evaluate the candidate’s interpersonal skills during the interview process.
  • The COT must demonstrate the highest caliber communication skills, including oral briefing abilities, and the ability to draft clear, precise written statements. Oral briefing and writing skills are critical in ensuring that the COT is capable of communicating relevant events and necessary action items. To that end, the Contractor shall require a writing sample from COT candidates to aid the Contractor and INL in assessing whether proposed personnel meet the minimum qualifications.
  • The COT shall have strong personal references and no unexplained departures from overseas assignments.

The Operations Specialist will be responsible for overall project operations including overseeing human resources, procurement, accounting, budgeting, and financial operation of the project. Requirements:

The M&E Specialist is the primary point person for M&E activities in the field office and is responsible for designing, developing and maintaining a comprehensive M&E system and database that is in compliance with the project contract and donor expectations.

Other duties include::

  • Manage the data collection process to include schedules, logistics and methodologies in coordination with data collection teams and consultants;
  • Provide guidance and training, as needed, to program staff and partners related to integration of M&E into activity design and implementation;
  • Develop a quality assurance system for data collection and management;
  • Recommend appropriate strategies to lead/facilitate collection of data for baseline, mid-term and final evaluations as appropriate;
  • Analyze and interpret qualitative and quantitative data;
  • Report on activities, accomplishments and results for USAID deliverables;
  • Provide support to ensure that data and lessons learned guide management decisions and project implementation, and can contribute to learning for future programming.

Requirements:

  • Graduate degree in statistics, information systems, social science or other related field;
  • Minimum 7 years of work experience in the implementation of development projects working with various donor funds, and at least 3 years of direct experience working on a M&E team Knowledge of and experience with quantitative and qualitative research tools and methods used for performance monitoring, as well as impact evaluations
  • Ability to write reports and interpret data, effectively present information (both graphically and orally), and respond to questions from managers, counterparts and donors
  • Experience monitoring democracy, governance and human rights programs
  • USAID project experience preferred
  • Fluency in oral and written English is required;
  • Must have extensive knowledge of Excel and MS Office;
  • Proficiency with Lotus Notes, SPSS or STATA a plus.
